Anthropic updates Claude usage policy, banning sustained abuse of the model and voter deception

Anthropic's 2026 usage policy, effective November 12, adds a ban on 'sustained and needless abusive or cruel behavior' toward Claude, refocuses election rules on voter deception and drops the blanket ban on personalized campaign targeting. It also extends weapons rules to software and components and bars Claude from deciding whom to investigate or arrest.
